English has not been a commonly used language in Madagascar since French colonization. This sign seems to be a relic of pre-colonial English usage. Now many people are interested in learning English as a way of being in touch with the rest of the world. (The sign says "Warning Notice - Dear Customers - To carry on trade outside the store is abashed by the local authority. Then take care of costermongers who sell something especially inside the passage.")
