Priority Areas for Plant Conservation should fulfill the dual goals of including both highly restricted range (“rare”) species and widespread species, thus achieving maximum representativeness.  One consequence of the high correlation between species richness and range size rarity is that the rare species should be good predictors of species richness.  In other words, the areas of high endemism should collectively encompass the total species richness.
